【摘要】:1.1Thisguidecoversthepreparationofaformalplanformeasurementofoutdoorsoundlevels.Adocumented,detailedplanishighlydesirableandusefulformajorenvironmentalnoisestudiesrequiringmeasurementsatseverallocationsoveralongperiod.Thisguideisintendedprimarilyforuseinsuchcases.Manysimplemeasurementscanbemadewithoutextensivepriorplanningordocumentation.Itisrecommendedthatpersonsororganizationsroutinelyperformingsuchmeasurementsdraftanduseabriefgenericplanbasedon,butnotreferencing,thisguide.Note1Theextentofplanningandplandocumentationshouldbeconsistentwiththebudgetandneedsoftheproject.Inalargemeasurementprogramitispossiblethatuseofaformalmeasurementplancouldresultincostsavingsgreaterthanthecostofpreparingtheplan.Aformaldocumentedplancanbepreparedforeventhesimplestmeasurement.However,onasmallproject,thecostofpreparationofaformalplanmaynotbecosteffective.Insuchcases,plandocumentationcouldbelimitedtoinclusioninthefinalreport.1.1.1Thisguideaddressesthefollowingaspectsofoutdoorsoundlevelmeasurements:1.1.2TestMethodE1503forConductingOutdoorSoundMeasurementsUsingaDigitalStatisticalAnalysisSystemaddresseslistedaspectsofoutdoorsoundlevelmeasurementsforsituationsthatarenormallyencountered.Manyotherformalandinformalpracticesalsoaddressmostoftheseissues.However,thereissometimesaneedtodepartfromthenormalmethodsinordertoaccommodateaspecialsituationoraregulatoryrequirement.Thisguideprovidesoptionsthataretechnicallycorrectforspecificsituations,andprovidestheinformationneededforselectingappropriateoptions.1.1.3Thisguidemaybeusedwhenplanningaprogramforobtainingeitherasinglemeasurementsetofsoundleveldataormultiplesetsofdata,aswellasrelatedsupportingdata.1.2Measurementsthatmaybeplannedusingthisguideinclude,butarenotlimited,tothefollowing:1.2.1Characterizationoftheacousticalenvironmentofasite.1.2.2Characterizationofthesoundemissionsofaspecificsoundsourcethatexhibitsatemporalvariationinsoundoutput.1.2.3Measurementoflow-frequencysound(infra-sound)isincludedbecauseitissometimesimplicatedindrivingstructuralvibrationthattranslatestoaudibleinteriorsound.1.2.4Measurementofimpulsivesoundandsoundwithsignificanttonalcontent.1.3ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
